HONG KONG: In his 2026 Policy Address, Chief Executive John Lee announced an "AI City Brain" for urban management and emergency response, steered by a task force under the Chief Secretary that takes in the Security, Transport and Logistics, Development, and Innovation and Technology bureaus.

Phase one integrates the Security Bureau's Emergency Monitoring and Support Centre, while the Transport Department will study an AI traffic-management platform using real-time traffic data for extreme-weather and major-event contingency planning - one of the most ambitious city-scale AI programmes announced anywhere this year, and a test case for how far algorithmic coordination of a metropolis can go.
