NEW YORK: Hundreds of inexpensive flood-mitigation projects installed across New York - and mirrored in Philadelphia and Portland, Oregon - are helping neighbourhoods recover more quickly after severe storms, new reporting shows. Rain gardens, upgraded inlets, small detention works: individually modest, collectively consequential.
